broccoli seedlings - when to transplant?

I started my broccoli seeds in a shed, on a warming mat, under grow-bulbs on 3/7/10. They germinated and sprouted well, but now the seedlings (still with one set of leaves) are very leggy and are falling over. They are approximately 3 inches long, and they are about 24 inches from the grow light. Do I need to be doing something different? I'm afraid they all will break because the stems are so long and weak. My cauliflower seedlings are very similar, just not quite as long.

Doug says your seedlings are too far away from the light. The light should be right at the top of the seedlings to keep them short.

You transplant at the 4-6 true leaf stage after the "real" leaves come out - not the first seed leaves.

so now that the seedlings are so long will putting them closer to the grow lamps help? Or do I need to start over with new seeds?
