This is a Calceolaria. It is a very large family of plants, so I'm afraid I can't tell you exactly which one. It is commonly known by Pocketbook Plant as well as a number of other names in this part of the world, The one we see in Canada is sold in flower shops as a gift plant and is considered to be an annual. It is really only suitable for growing in a cool greenhouse and even then would be some a challenge for most of us as it is subject to many problems.
Yours, I suspect is a tougher variety, which may be native to South America. Most (if not all) types of Calceolaria are tender perennials. They come in various colours, with some having lots of charming "freckles". Very attractive and fun to have.
Seeing a good sharp picture of the leaves might help to narrow down the type YOU have. I would not expect it to survive the winter outdoors in colder climates than yours in California.

Can't really tell for sure without seeing the foliage, height, etc. but from the picture, it looks like the flowers of tansy, which we've been identifying for other posted questions. Just a guess, as I don't have much to go on with regard to size, shape, foliage, and all those other clues to identification. (I'd also expect tansy to be a survivor of disasters!)
