digging up bulbs

Bought a house last summer. There are 20 year old bulbs planted everywhere. They come up but don't bloom. Can they be dug up this time of year and separated or do we have to wait til fall?
Doug says if they're not blooming (and won't), you won't hurt anything if you dig and divide in early spring. Then let them grow properly for this summer, expecting to see flowers next year. Try to get them before they really get growing strongly - earlier is better - and replant at same depth if there are any leaves showing above ground.
