I was just taking a pic of a zinnia, never noticed the Bee till the last second...

Flower fly

Your bee is actually a fly. They are commonly called flower flies or Syrphid flies and they do mimic bees or yellow jackets.
It is really neat that you caught it in flight when taking the photo...not easy to do!
