Could be Mugwort, sad to say

Looks like you have this devil of a perennial weed. Don't compost. Pull, place all parts in bags on the curve to prevent rhizomes from taking root wherever they may land, like around your compost pile. Then keep at it constantly with frequent hoeing. Unfortunately, the rhizomes break easily and the plant will strike back with a vengeance if it is under attack. Paving the whole area with concrete at least six inches thick may work as it will then only grow in the cracks. If you figure our how to eradicate it, let everybody know how. Now, take a deep breath, launch your attack and don't let up until you haven't seen reappearance of growth for at least three lifetimes. If you are at all lazy, learn to like it. Good luck.

Alternatively, find a way to exploit the plant as a cash crop and some new disease or beetle from Japan or China will come in an wipe it out in one summer.

It looks to me like Sweet Cicely (sp) a touch of licorice flavor ......

Looks to me like it is Common Ragweed which is a weed.
