Thank you all for your help-I have determined that this is a weed - most likely marestail. It is definitely a pain in the garden as it continues to emerge even after I think I have pulled it all out.

Its Marestail . I have a bunch that come back every spring. They grow like crazy .

Maybe dog fennel?

Looks like the dog fennel that grows in the fields near my home. Dies back leaving a single woodly stem. I believe fennel is related to dill.

Spurge?

Hard to tell for certain from the photos, but if you break off a piece of stem and this has a milky latex sap then it is most likely a spurge, Cypress or Leafy. Either way it's a very weedy plant, aggressive creeping roots and the sap is toxic and may also cause blindness - don't wipe your eyes after handling it. Has it flowered? spurges have a pale green 'flower' (just bracts actually). If no sap but it has snapdragon yellow flowers then look at toadflax.
