why do i not get lavender seeds to germinate

Doug says he doesn't know what you're doing. :-) But they're a slow germinator that demands good soil temperatures. So if you're using cold soil (without heating cables etc) and if you're using cold water to water them (or overwatering) then you're never going to see germination. And if you cover them deeply (they should be barely covered) you're never going to see them.

Slow germinator - barely cover - keep warm.
