Why would a bulb sprout leaves but no flowers (tulips and daffodils)?

Doug says this is the perennial spring question. And the answer is usually cultural. You've done something - grown the bulbs in a way that stops them from producing enough energy for the bud to develop. The leaves grow but no flowers emerge.
