little mealy looking bugs

doug I'm growing Angel Trumpets. In the very top of one of my new plants it looks lile a little "corn meal" is on the leaf.I think it may be very tiny little bugs..
What can I do, now before it gets bad?

I am gardening in containers on my Chicago padio.

Doug says he can't tell without a picture (a good picture) but it sounds more like pollen from a nearby plant (like pine) than an insect.
