Valerian

It looks to me like Valerian, which is medicinal as well as ornamental, being the source of a calming agent. The other respondent said it's invasive, but rather than being a true invasive, I categorize it as simply an opportunistic self-seeder. Wherever you see seedlings that have come up where you don't want them, just pull them out. They have a small, shallow taproot, and come out very easily, so much so that it comes out when you're trying to weed around it.

Valarium. Can be invasive. Cut the flower off before it goes to seed.
