You are right in thinking it is Himalyn Balsam. I heard on the BBC World Service only yesteryday someone suggesting what this plant may be. I have a large patch in my garden, about 2m square. They are currently about 2.8m tall!! - And starting to seed! It is a rogue plant whose seeds have escaped from Kew Gardens and now spreading across the country. It is not a nice plant and should be destroyed - if you can!!

I think that is the plant that grows in my back yard as well, I recently found out it is a Himalyn Balsam, please google Balsam, flower and have a look at the close ups to see if it is the same.
