Potted Tulip Leaves Fallen

Doug says - nothing you can do is going to bring those yellow leaves back. They're done. Cut them off.
Water only when the soil is dry to the touch and then soak. Do not water when the soil is still wet (you'll waterlog the bulbs).
Plant the bulb (do not disturb the soil) outside after all danger of frost so the top of the potted soil is at the same level the outside soil line.
And in case you are wondering - there's no more blooms left in this plant until it regrows buds and has a 14-week cold period. Something a beginner gardener won't do in a house without a garden. So if you don't have a garden to grow it in - this plant is done and can be composted. (sorry)
