how do you transplant, dig up and preserve day lily bulbs for the winter

Doug says you don't. You let them sit in the ground. They're more than hardy in Texas (heck, they're hardy here in Canada - most of them anyway). Just let them alone, they'll be fine.

Transplanting is as simple as digging them up, cutting off the top growth about 2/3 way down and replanting at the same depth as they were in their original location. If a bit falls off, and it has some roots on it, plant it too in a different spot and you'll have lots of daylilies.

Daylilies are very forgiving. I grow about 300 varieties and I have never lost one, even in my cold 4a zone.. A very good source for information is the American Hemerocallis Society, just Google it.
