Looks like: Fairy Wand (Dierama pulcherrimum),
2-3 ft., evergreen bulb, arching stems with clusters of pendulous purple to white flowers in late spring, excellent cut flower, drought resistant, sun to part shade

Looks like a variety of scilla (pronounced like squill). There are many varieties, and they have purple and white flowers.
