if it is a tuber, it is a dahlia. You must dig these every fall, then replant in the spring.

I should also say that the petals are rather thick, 5 of them are the insides of the "bud", I don't know the scientific term for this. The pistils are a lot like a bottle brush in appearance, this is not too clear from my photo.
