Hardy Red Oleander

These are all over Phoenix, Arizona. They can take some heat and drought when established and i didnt know they grew in NC!!!! They are poisonous and should not be burned either

It is a form of oleander. Keep in mind that all of those are poisonous to pets, livestock and kids if they decide to put in mouth; and some people can become highly allergic to the oils in its leaves when trimming regularly.
Think I found out what this is...

Believe this plant/shrub/bush is a hardy red oleander or some deriviative of it. But would appreciate someone in the know that can confirm this.
