red leaf flat leaf parsley

I am trying to grow flat leaf parsley in a container from seed on my kitchen counter. I live in a 2nd floor apt with no easy access to the outside, I have no east or south facing windows so I put a grow light over my parsley that runs for 12 on 12 off. I have been watering it regularly so that the soil is moist but not soggy. All I have are little red leaves. What am I doing wrong?
Doug says that this is a slow plant to get going so without knowing how long you've had it, I can't say. Watch the watering, allow the plant to dry down between waterings. Get the light about 6 inches above the leaves. And feed it half strenght plant food to give it some reason to grow.
Normally, it's a combination of things that slows plants down so I'd question whether it needs to be constantly damp and I'd want a lot of light and some feeding going on to kick it into growth. I'm assuming the soil is good peat based artificial soil and not something you dug out of a garden somewhere. :-)
