I agree it is Coleus. Annual plant grown for colourful leaves.

It's a coleus. An annual flower grown mostly for the colors of the foliage. It does have a spikey flower but it is usually pinched off to make the plant get bigger and fuller. My guess is that there are quite a few planted in a smaller area to get this full of a look.
