I can't tell for sure without seeing the flower and leaves closer up, but, as you describe it, it is probably a dahlia. I have to dig and store mine here in zone 5 during the winter, but you might live in a zone warm enough for it to not winter kill. The stalks are extremely thick, almost too thick for cut flower arrangements, but one flower and its buds are almost all are needed for a bouquet.
