Roses won't bloom

My roses have white spots on the leaves and they won't bloom, only bud. I've just moved into the house, so I'm not sure of the kind, but they look longstem with large flower. Please help
Doug says the white spots are possibly powdery mildew. The cold temperatures usually mean the buds hang on longer than normal before they open (have patience) :-)
As long as they're in full sunshine, they should eventually open.
Go to your local garden centre and get something organic for powdery mildew - you can read about it right here
