spreading compost tea

Is it more important to spray the leaves or the soil with the compost tea? I used a sprayer that had once had baking soda and water in it. Was this a mistake? How do I know if i'm spraying it on enough at a time? I used an old stocking to put the compost in to brew the tea, and what was left was kind of like sludge, and very hard to get out of the stocking. Is there something better to use?
Doug says he uses a watering can because he's after the soil coverage. I don't worry if I hit the leaves but foliar applications aren't my first priority.
If you're trying to do foliar applications, then spray till runoff is the operating system. Keep spraying until the spray is beading up and running off the plant.
The leftover compost/sludge can be put on the garden. That's the best thing for that.
