Top Dressing Poor Lawn

I have very poor lawn. Your website says I can use 1 large bag of peat with 2 bags of compost. You didn't say how big the bags should be. I want to mix peat with aged manure to topdress. Should that be mixed 1 part peat and 2 parts manure? We have clay soil. Can I topdress more than once? Say, once a month or so? I'm going to throw some grass seed in to help thicken the lawn also.
