When is the best time to transplant a Northern Gold Forsythia: spring, summer, autumn or month april, may, september, october?

Doug says the best time is when you have the time. :-) Generally, transplant when the plant is dormant - no leaves on it. This can be in very early spring (my preference) or after the leaves drop off in the fall (October)
