Tulip Care and Watering Annuals Above Them

I was wondering, if I am going to be watering annuals where I have the tulip bulbs from the spring in the same area, should I just take them out of the ground so they don't rot? Thanks!
Doug says that if you're going to be soaking those annuals and "if" you want your tulips to be strong, then it's a darn good idea to remove them once the leaves go fully yellow.
The problem of course is that most folks want to plant the annuals before the bulb leaves go yellow. Then you have weak bulbs either way - leave or take them out.
But it's your call.
