tulip leaves but no flowers - are bulbs shot?

I had lots of tulip leaves but no flowers - are the bulbs shot? I expect I cut them back before the leaves turned yellow.

Doug says that if you let them grow properly this year - they'll be fine and bloom again next year (as long as that's the only reason they didn't bloom) You might want to read the articles here to get a sense of this.
