tulip stems/stalks after blooming

I know I have to wait for the leaves to turn brown before cutting and I can cut the flower head an inch below the flower head after blooming. Can I cut the stem/staulk off before it turns brown?

Doug says you can/should cut the stem/spent flower off as soon as the flower is done blooming. You don't wait for the stem to turn brown. Cut it as far down as you can.
