This is definately a weed. I've seen them in my garden. Don't let it go to seed. Pull it up!

It's appears to be a sow thistle. Get rid of it - quickly! They spread really fast, but thankfully are easy to pull out. Chances are they have self-seeded so you will be pulling them for awhile.
